A fire at an apartment building near Royal Jubilee Hospital has been contained, according to Saanich’s Assistant Deputy Fire Chief Rob Heppell.
Residents reported seeing “massive” flames coming from the top storey of an apartment building in the 2600-block of Richmond Road near Haultain Street for upwards of 45 minutes.

Building manager, Hanny Carpenter, says she believes all residents have been evacuated, adding that three or four people were trapped inside and needed to be rescued by fire crews between 5 and 5:30 a.m. Friday morning.
Heppell confirmed a number of residents, especially on the fourth floor, were on their balconies when fire crews arrived on scene. Those residents were rescued by ladders.
Victoria, Oak Bay, and Saanich fire crews are on scene. Residents are expected to be displaced for several hours.
BC Transit is diverting buses as all traffic is being rerouted in the area.
