Pheasant Glen Golf Resort held the ‘Golden Shovel, Ground-Breaking Ceremony’ on Monday, Sept. 26 to officially kick off construction of Phase One of the multi-use lifestyle resort community in Qualicum Beach.
Qualicum Beach Mayor, Brian Wiese and councillors Scott Harrison and Teunis Westbroek, as well as past councillors Bill Luchtmeijer, Mary Brouilette and Dave Willie and former MLA Michelle Stilwell were in attendance to help celebrate the occasion.
“Today has been especially meaningful for our family and community,” said Craig Dutton, representing the Dutton Family. “We’re incredibly grateful and happy to see this vision and dream come to fruition after an even more amazing journey toward the finish line. We’re thrilled to get moving on Phase One construction, including a new clubhouse, a 40-room lode, and 100 units of cabins, cottages, and condos.”
Golf course owner, Bill Dutton, has been dedicated to the project for more than two decades and couldn’t be happier with the milestone.
“This day caps a dream and a vision that my wife and I and my family have had for 26 years to create a great golf course and golf community in Qualicum Beach,” said Bill. “We’re proud of our championship course and golf academy. Thank you for your support. I hope to celebrate with all of you at our grand opening.”

Mayor Wiese also expressed his joy at the achievement.
“I’m really happy that our current council got this project across the finish line,” said Wiese, adding “the benefits to our town are many — such as the strata terms that will mean no cost to the town for roadwork or lights — and $450,000 is going toward local affordable housing.”
With construction now underway, Pheasant Glen has engaged JEA Anderson as engineers for the project; Windley Construction of Nanimo as contractor; MacDonald Gray as project consultants; and DHK of Nanaimo as architects.
Resort construction will include a new clubhouse, restaurant/brewery pub, pool, meeting rooms, confectionery, spa, outdoor recreation facilities, biking, walking, and hiking trails connected to the Town of Qualicum Beach trail system.
