According to Daniel Horan, director of engineering services with the District of Oak Bay, part of the district’s annual leaves removal budget is to pay for disposal.

After seeking quotes from three local businesses, the municipality picks the service provider that offers the best value. For several years, including 2018, it has been Victoria Landscape Gravel Mart Ltd.
